KSA Sets New Financial Limits for Players in the Netherlands
Kansspelautoriteit (KSA), the Dutch Gaming Authority, has announced it has changed its Responsible Gaming Policy rules to give details of player deposit limits. The regulator has stated that these changes are effective immediately.
KSA imposes stricter player deposit limits in the Netherlands.
The new rules set out specific limits for players, with gaming operators obliged to act when customers meet the criteria in the amended rules.
The statement from the regulator also gave details of changes to rules in advertising standards in the Netherlands' jurisdiction. This will be achieved with the introduction of an independent risk analyst who will oversee compliance in the gaming industry.
One of the reasons for the amendments to the gambling guidelines is that research by the KSA found operators often stepped in to intervene too late.
The Ksa published a research report on the interpretation of the duty of care and its implementation at 10 online providers. This research showed that providers do not always shape the duty of care in the right way, for example because they do not intervene in time in the event of immoderate play or a possible addiction.

In the statement, the KSA has outlined detailed rules for gaming operators relating to the deposit limits of their customers, with the general rule that the operators must intervene if it looks like a player cannot bear the financial consequences of their betting activity.
The new rules have set different limits for young people, those defined as between 18 and 24, who should be flagged if they reach €300 in losses in a month. This is raised to a player deposit limit of €700 for those customers who are aged 24 and older.
Additionally, gambling companies are required to intervene if a customer deposits more than 30% of their net income for the month, in a single day.
Although the new changes have come into effect immediately, the regulator has given operators until October to set up robust systems that ensure they comply with the new legislation.
Recently trade bodies representing sports operators in the region urged Dutch regulators to protect minors from illegal websites.
