New Restrictions on Gambling Losses for Norwegians Under 25

From February 1, Norway’s state-owned gambling operator, Norsk Tipping, will impose stricter loss limits on its games for young adult players.

The initiative aims to reduce gambling-related harm and protect vulnerable players, especially those under 25 years old. The new limits set lower caps for younger age groups. Players aged 20 and 21 will be restricted to a maximum monthly loss of NOK 3,000 (€256), while those between 22 and 24 will face a limit of NOK 5,000 (€428) per month. These caps apply to all games offered on Norsk Tipping’s platform. The policy is an extension of the restrictions introduced in May 2023, which limited players aged 18 to 20 to losses of NOK 2,000 (€171) per month.

Young Adults More Susceptible to Gambling Harm

This change reflects growing concerns about young adults’ financial vulnerability. Research from the University of Bergen and the Norwegian Gambling Helpline shows that younger individuals are more prone to developing gambling problems. Norsk Tipping’s findings also reveal that one in five men aged 18 to 25 are at risk, underscoring the urgency for protective measures.

Young people generally have more vulnerable finances than older individuals. The rising cost of living has made this situation worse, making it easier for them to get into financial trouble when they experience significant losses from gambling.

The restrictions respond to a noticeable rise in young adults participating in high-risk gambling activities, including live online casinos and slot machines. Norsk Tipping’s data suggests that these behaviors are becoming more common, which has prompted the company to act decisively to fight potential gambling addiction.

Players aged 25 and older will retain the current monthly loss cap of NOK 20,000 (€1,715). However, high-risk games such as online casinos and slots remain subject to additional restrictions.
