Introduced by Congressmen David Valadao from California and Troy Carter from Louisiana, the Human Trafficking Awareness Training Recognition Act proposes a certification program under the Department of Homeland Security’s (DHS) Blue Campaign. This program will certify employers who train their staff to recognize and combat human trafficking.
Businesses in hospitality, entertainment, and transportation must strengthen their efforts to combat human trafficking, and the gaming industry is fully committed to this cause. The AGA appreciates Reps. Valadao and Carter for their dedication to fighting this heinous crime and acknowledging businesses that share this commitment.
California reports the highest number of human trafficking cases in the U.S., and Congressman Valadao stressed the importance of training employees in critical sectors to detect and intervene in trafficking incidents. Valadao noted that workers in hospitality, entertainment, and transportation are often the first to encounter trafficking situations, and their vigilance can be lifesaving. He urged all government levels to collaborate in raising awareness and combating this growing threat.

Congressman Urges Action against Human Trafficking in Tourist Areas
Congressman Carter pointed out that New Orleans is also a significant hub for human trafficking. Carter stated and said that the law is to recognize “businesses actively fighting these crimes and encourages more companies to join the cause.”
The proposed law requires the DHS to create a Blue Campaign Certification Program to recognize employers who properly educate their staff about human trafficking. Participating businesses will receive a completion certificate to signify their efforts against this crime. Additionally, within two years of the act’s implementation, the DHS must report on its impact and progress.
The AGA has already taken proactive steps by launching an online training program in January 2024 in collaboration with RG24seven Virtual Training. This initiative, introduced during Human Trafficking Prevention Month, provides free training for gaming industry employees, including educational videos and quizzes, culminating in a recognized certificate upon successful completion.
