Attorney General to Investigate Alleged Rigging of Texas Lottery
Texas Attorney General Ken Paxton has launched an investigation into allegations of suspicious activity and potential rigging within the state's lottery system.
According to the Attorney General, the probe will focus on “two suspicious and possibly unlawful lottery winnings” that involved bulk ticket buying and the use of a third-party courier service.
The two winnings in question include a $95 million Lotto Texas jackpot won by Rook TX, a New Jersey-based group, in April 2023, and a recent $83.5 million Lotto Texas jackpot won this month, which was purchased through a lottery courier's digital platform.
The investigation will determine whether any state or federal laws were violated and examine the process by which the winners obtained an unusually large number of tickets in a short timeframe.
I’m deeply concerned about the integrity of our state’s lottery system, especially when it appears that non-citizens have shown that they are attempting to rig the system to win on demand. Texas citizens deserve far better than bad actors getting rich off of a lottery system that is open to exploitation, and we will hold anyone who engages in illegal activity accountable.

Abbott Joins Probe into Lottery Irregularities
Paxton is not the only one digging deeper to expose the truth behind the multimillion-dollar jackpots. Governor Greg Abbott has also ordered the Texas Rangers to conduct an inquiry into the matter.
Meanwhile, the Texas Lottery Commission has announced a ban on lottery courier services in the state. In a statement, the TLC stated that it deemed couriers illegal under Texas law and would take action to stop the activity.
What are Lottery Couriers?
Lottery couriers are businesses that allow customers to place ticket orders through websites or mobile apps.
After receiving the order, the courier buys the tickets from a licensed lottery retailer and sends a scanned copy to the customer. The courier will hold the physical ticket until the outcome of the draw is determined.
The services generate revenue by charging customers a fee for buying and managing their lottery tickets.
