Brazil’s Senate Mulls Ban on Betting Advertisements
The Senate Sports Committee will hold a public hearing next Wednesday, April 23, to get more feedback on two proposed bills aimed at banning betting advertisements and prohibiting athletes and celebrities from promoting sports betting platforms.

Bill 2,985/2023, which bans 'Bets' advertising, was proposed by Senator Styvenson Valentim. The lawmaker argues that the legislature must regulate betting companies due to their growing economic influence.
The bill would outlaw betting advertisements on multiple media channels, such as television, radio, streaming platforms, online websites, sports stadiums, and public transit.
Bill 3,405/2023, authored by Senator Eduardo Girão, seeks to ban athlete and celebrity endorsements of 'Bets,' sharing a similar objective with the first measure. The proposed bill would amend the 'Bets' law to ban advertising by sports teams, current and former athletes, sports broadcasters, and commentators across all communication channels.
Additionally, the legislation bans ‘Bets’ advertising by celebrities, digital influencers, and other individuals capable of influencing the behavior of many.

Debate Continues on Impact of Betting Ad Ban
The scheduled hearing will feature testimonies from senators, legal experts, broadcasting industry representatives, and other stakeholders. The public can participate by sending questions and comments via the Senate Ombudsman's Office or through the e-Cidadania Portal, where senators and debaters will address them live.
The session will continue the debate that has already started on the bills. During the last meeting, representatives from major Brazilian news outlets Grupo Globo, SBT, and Record shared insights on how the proposed ban would affect their broadcasting operations.
If enacted, these bills will reinforce existing Secretariat of Prizes and Bets (SPA) legislation that restricts gaming operators' advertising activities to protect minors.
