Danish Regulator Levies Fines for Unlawful Gambling Site Promotion
Spillemyndigheden, Denmark’s gambling authority, has imposed a series of fines amounting to DKK100,000, equivalent to around €13,412/$14,726.
These fines were issued to an individual for promoting unauthorized gambling on two websites. According to the regulator, the websites were operating without a valid license in Denmark. However, their specifics, including the individual’s identity, were not disclosed.
The authority pointed out that the websites provided links to platforms where gambling was possible, even for users registered with Denmark’s national self-exclusion program, ROFUS. Typically, only unlicensed sites allow gambling for individuals on the ROFUS register.
Legal Implications and Enforcement
Spillemyndigheden emphasized that promoting unlicensed websites and operators constitutes a legal violation. As a result, they reported the offender to the police, who determined that the person had broken the law. This led to two separate fines, each of DKK50,000, one for each website involved, making a total fine of DKK100,000. This amount was recommended by Spillemyndigheden.
This case is notable as it represents the first instance where fines have been issued specifically for helping people gamble after they have registered with ROFUS.
Underage Gambling Causes Concern in Denmark
On a related note, Spillemyndigheden recently published a study highlighting concerns about underage gambling in Denmark. The study revealed that approximately 15% of Danish youth aged 15 to 17 have engaged in gambling activities, despite the legal gambling age in Denmark being 18.
Within this underage demographic, 68% were involved in some form of betting. The study further detailed that 42% participated in online casino games, 21% in lotteries and scratch cards, and 4% in other gambling activities. Additionally, 35% of these young individuals were found to be involved in skin betting, a feature in video games that allows players to win virtual items, such as character outfits or new weapons.
