Ireland Announces Plans to Create a Gambling Exclusion Register

The Gambling Regulatory Authority (GRA) of Ireland has announced it has plans to introduce a Gambling Exclusion Scheme, that will mean problem gamblers will be restricted from betting in the country.

The regulator has recently said it will create a National Exclusion Register that will allow players who feel they are vulnerable or at risk from gambling related harm to participate in the scheme that prevent them from gambling online.

This proposal is part of Gambling Act in Ireland that was first introduced in 2022 and is progressing through the Oireachtas, the Irish parliament.

Legislators in Ireland point towards the Economic and Social Research Institute (ESRI) which produced a research survey that concluded there were around 10% of gamblers in Ireland who were seen as at risk from problem gambling. Politicians say they have included provisions in the new gambling Act to address issues of those gamblers who may be at harm.

Regulator Outlines Proposal of Gambling Exclusion Scheme

The GRA has said it will look at how other countries have implemented a self exclusion register and talk with industry stakeholders before it introduces a similar scheme in Ireland for players to join if they wish to take a break from gambling.

Under the proposals, the regulator has also indicated there will be heavy fines and penalties for gaming operators that are found to have breached rules regarding any gambling self exclusion scheme. The fine for breaking any legislation in this area could be up to €20m or 10% of the turnover of the gaming operator found to be in breach of the guidelines.

The team is working toward the establishment of a Gambling Exclusion Scheme and its work in this regard has included stakeholder engagement and exploring Gambling Exclusion Schemes in other jurisdictions, including the wrap-around supports that can support those who wish to utilise the scheme.
