Legal Scholar Regis Dudena to Head Brazil's SPA
The Ministry of Finance of Brazil has appointed Régis Anderson Dudena as the first President of the Secretariat of Prizes and Betting (SPA).
Régis Anderson Dudena will lead a team comprising of 38 positions at the SPA.
The announcement was made through a decree in the Official Gazette of the Union on Monday, April 22, signed by Rui Costa, Minister of the Civil House.
Dudena is a legal expert specializing in Public and Regulatory Law. He has worked with Darío Durigan, the Executive Secretary of the department, at the Special Secretariat of Legal Affairs of the Civil House of the Presidency of the Republic during the tenure of former President Dilma Rousseff.
Additionally, he has held positions such as special advisor to the Executive Secretariat, Deputy Head of Legal Affairs at the Civil House of the Presidency of the Republic, Legal Manager at ANTF, Legal Advisor to the Presidency of BDMG, and Legal Superintendent at Desenvolvimento SP.
Dudena has also guided the government on important matters concerning the Ministry of Finance. He takes over from Simone Vicentini, who filled in temporarily after the departure of Francisco Manssur, the former special advisor and leading candidate for the position.

Structure of the Secretariat of Prizes and Betting
The Prizes and Betting Secretariat began its operations in February. Its establishment was driven by the approval of the law that allows for the regulation of sports betting and online casino games in Brazil. The SPA is tasked with overseeing and regulating the activities within the new sector.
There are three subordinate divisions within the Secretariat of Prizes and Betting; Undersecretariat for Authorization, the Undersecretariat for Monitoring and Inspection, and the Undersecretariat for Sanctionary Actions.
Each Undersecretariat, along with the Secretariat itself, will have a general coordinator and a coordinator. In total, 38 positions have been created for this new structure, which will oversee the operation of lotteries, raffles, and prize giveaways in Brazil.
Dudena will lead these positions in achieving the aims and objectives of the SPA. Although not familiar with the gaming, betting, and lottery sector, the ministry believes that Dudena’s extensive experience in the infrastructure field and public service will provide him with the necessary tools to navigate his new role effectively.
