Luis Horna Receives Hefty Fine for Betting Sponsorship Violation
Former professional tennis player and Peru’s Davis Cup captain Luis Horna has been fined by the International Tennis Integrity Agency (ITIA) for violating betting sponsorship regulations.
LISTEN TO THIS ARTICLE:According to the ITIA, Horna signed an agreement to endorse a betting operator and promote tennis betting, which is a direct breach of the sport’s rules that guide sponsorships with betting companies. Under the Tennis Anti-Corruption Program (TACP), "No Covered Person shall directly or indirectly, facilitate, encourage and/or promote Tennis Betting (‘Facilitation’)."
Given his roles as Peru’s Tournament Director and Davis Cup Captain, Horna falls under the category of a covered person and is required to adhere to the betting sponsorship rules. Along with the fine, Horna also faces a suspended six-month ban, which will not come into effect unless he further violates the sports’ rules during the six months.
ITIA noted that Horna cooperated fully with the investigation, expressed regret, and terminated the agreement with the operator. He has also accepted the sanctions.

Crackdown on Corruption and Betting Breaches
Horna’s sanctions follow the recent enforcement penalties dished out by the ITIA early this year. In January, the integrity agency handed a 16-year suspension to a Bulgarian tennis official, Stefan Milanov, for multiple corruption and betting breaches.
Milanov was charged with 17 breaches of the TACP guidelines, which range from attempting to influence a tennis match, manipulating the scoring of a tennis game, corruption, and failing to cooperate with the ITIA investigation. His sanctions also included a fine of $75,000.
While Milanov’s penalties appeared severe, they could have been much worse. In its course of promoting the fairness and integrity of the sport, the ITIA has not hesitated to impose life bans on athletes found to have violated its regulations.
