Melco Announces Closure of Four Gaming Venues in Macau

Melco Resorts & Entertainment has announced its plans to cease operations at four of its gaming venues by the end of this year.

In a press release issued today, June 9, the company revealed that its sole satellite casino, Grand Dragon Casino, and three Mocha Clubs locations, Mocha Hotel Royal, Mocha Kuong Fat, and Mocha Grand Dragon Hotel. According to the company, the decision was made in line with its development strategy and Macau's legal framework.

Staff from the closing venues will be reassigned to other Melco properties in Macau, with their existing positions remaining unchanged. Gaming tables and equipment will also be relocated to other casinos.

However, Melco isn't abandoning its Macau presence completely, as it intends to continue operations at three other Mocha Club venues, Mocha Inner Harbour, Mocha Hotel Sintra, and Mocha Golde, beyond 2025. The company said it will apply for the necessary permits and approvals to ensure a smooth continuation of operations.

Concessionaires Prepare for Change

Melco's decision comes amid new government regulations for satellite casinos, set to take effect on January 1, 2026.

The new rules introduced in 2022 require casinos to be situated in properties owned by the concessionaire. Additionally, satellite casino operators are required to transition from revenue-sharing to management fees. This means that from 2026, satellite operators will transition to a 'casino manager' role, receiving a management fee tied to performance or inflation rather than revenue sharing.

Stakeholders have until the end of the year to comply, as the three-year transition period expires.

While Melco has disclosed its plans for its satellite casino, the other two concessionaires have yet to reveal their future plans. While SJM Resorts operates nine satellite casinos, Galaxy Entertainment Group, like Melco, operates only one.
