New Casino Project Approved for Virginia’s Norfolk County

Before getting a positive vote from the City Council, it received approval from the planning commission. The City Council passed the new plans with a 7-1 vote.

Casino Receives Overwhelming Support

Receiving seven votes, the online “no” came from Councilwoman Andria McClellan. Her concern was the casino developer allowing indoor smoking. This vote came after the City Council allowed Boyd Gaming to build a new casino on behalf of the Pumunkey Indian Tribe.

Boyd is collaborating with the tribe through Golden Eagle Consulting II to build the new casino. The Council allowed Boyd to take over for billionaire Jon Yarbrough to make the casino happen.

With the deal, Boyd will acquire a majority state in Golden Eagle, though the Pumunkey Indian Tribe will acquire 20%.

The waterfront casino is a $500 million investment that’ll feature numerous amenities such as the following:

● 1,500 slots

● 50 table games

● 200-room hotel

● Pool deck

● Eight bars and restaurants

● A showroom

● Spa

● Fitness center

● Meeting area

● Parking garage

This new project is expected to create around 3,500 jobs and generate upward of $230 million in wages and sales.

Virginia’s General Assembly allowed five cities across the state to open brick-and-mortar casinos, and Norfolk approved a referendum in 2020.

However, the plan involving the Pamunkey Indian Tribe fell behind. They linked up with Yarbrough, but the city pushed the plans back because of disagreements.

Now partnered with Boyd, Pamunkey still has a chance to retain its right to build a casino because of that referendum in 2020.

However, Boyd and Pamunkey must open a temporary casino by November 2025, so time is running out.

The latest update is that developers say the permanent casino building will start in mid-January 2025 and be completed by August 2027, with an opening in September 2027.
