PGCB to Hold Hearings on Parx and Hollywood Casino Licenses
The Pennsylvania Gaming Control Board has set April 3 for the public hearing on the license renewal requests of Greenwood Gaming Entertainment, which operates Parx Casino, and Mountainview Thoroughbred Racing Association, which operates Hollywood Casino Morgantown.

The hearings will take place at the Bensalem Township Municipal Building and Caernarvon Township Building. It provides a forum for community members, local officials, and organizations to express their views on the casinos’ activities.
The PGCB will use the hearings to gather feedback on the suitability of both operators to continue operating their respective casinos. This will inform its decision to renew, deny, or conditionally renew their gaming licenses.
To speak at the hearing, individuals must register in advance by April 1, 2025, at noon through the PGCB's website. The PGCB will also allow written comments, which can be submitted via email, fax, or poster mail. A list of scheduled speakers will be available online prior to the hearing.
Pennsylvania gaming regulations mandate that casino licenses undergo regular renewal. The PGCB follows a two-part process to renew a license; a public hearing held in the host community to gather evidence. In this case, the hearings would take place in Bucks County and Berks County since that’s where the two casinos operate.
The second process involves a separate review session in Harrisburg, where the PGCB board members will examine the evidence collected and question the license holder. The board requires the applicant to prove that they have met all licensing requirements and adhered to relevant state regulations.
If they pass the licensing review, Parx Casino and Hollywood Casino Morgantown will be able to operate in the jurisdiction for another five years before their licenses are again up for renewal.

Given Pennsylvania's thriving gaming market, operators are eager to continue doing business in the state. In January, the PGCB reported a gambling revenue of $529.1 million, up by 10.9% year-on-year.
While online gambling drove the revenue boost, the state’s land-based casino market also performed well in the month, with slots, tables, and video gaming terminals all showing growth.
In 2024, Pennsylvania joined one of the few states to surpass $6 billion in gaming revenue.
