Presque Isle Downs Casino Hit with Licensing Violation Fine by PGCB
The Pennsylvania Gaming Control Board (PGCB) has issue an $81,575 fine to Presque Isle Downs & Casino for failing to comply with state gaming regulations.

At a meeting on February 26, the PGCB determined that the casino, operated by PID LLC, violated state rules by not maintaining the required number of active slot machines on its gaming floor and by delaying the submission of a necessary license application.
As a result, the casino was ordered to pay $50,000 for the slot machine shortfall and an additional $31,575 for missing the deadline for a Principal License application. The regulatory breaches were identified by the PGCB’s Office of Enforcement Counsel, which is responsible for monitoring regulatory compliance in the state’s gaming industry.
PGCB Expands Casino Exclusion List
In addition to issuing fines, the board also dealt with matters related to its Involuntary Exclusion List from PA online casinos and physical gambling venues. Nine individuals were either newly added to the list or had their removal requests denied. Those on the list are not able to enter any casinos in Pennsylvania, use regulated online gambling platforms, or access video gaming terminals (VGTs) within the state.
Among those added to the exclusion list were two men who left children unattended while they gambled.
One individual abandoned a five-year-old child in a vehicle parked at the valet area of Rivers Casino Philadelphia for 12 minutes while he went inside to conduct financial transactions.
Another man left a 10-year-old alone in a parked car at Wind Creek Casino’s garage in Bethlehem. The vehicle’s windows were closed, and the engine was off. The child remained inside for 45 minutes while the man played slot machines, despite outdoor temperatures reaching 90 degrees.

Woman’s Appeal Rejected
The board also rejected an appeal from a woman seeking removal from the exclusion list. She was originally placed on the list in 2022 after leaving her three children, ages 10, 14, and 15, inside a car at Hollywood Casino at Penn National Race Course for approximately two hours while she gambled.
PGCB officials stressed that leaving minors unattended in casino parking areas, garages, or other facilities poses serious dangers. To address this ongoing issue, the board launched the “Don’t Gamble with Kids” campaign to raise awareness about the risks and legal consequences associated with child endangerment at casinos.
