UK Gambling Commission Seeks Public Opinion on Deposit Limits
The UK Gambling Commission (UKGC) is inviting the public to provide feedback on how deposit limits should be structured.

Deposit Limits vs. Net Deposit Limits
The consultation, which opened on Thursday and runs until April 30, 2025, aims to gather player perspectives on the matter. The latest consultation is part of a broader set of consumer control regulations set to take effect in October 2025. These upcoming changes stem from the 2023 Gambling Act review white paper, which focused on modernizing gambling regulations for the digital era.
Traditionally, deposit limits allowed customers to set a maximum amount they could deposit within a specific timeframe. For instance, if a player set a weekly deposit limit of £20, they would not be able to exceed that amount in deposits, regardless of wins or losses.
However, some gambling operators have introduced a different approach known as “net deposit limits”. Unlike the standard method, net deposit limits factor in both deposits and withdrawals. For example, if a customer with a £20 deposit limit withdraws £10, they could then deposit another £10, effectively increasing their total deposit capacity to £30.

UKGC’s Proposed Changes
The UKGC has expressed concerns that these two deposit limit systems can be confusing, as their descriptions are often similar.
As part of its fourth white paper consultation, the regulator is proposing clearer definitions for “deposit limits” and other financial controls in its Remote Gambling and Software Technical Standards (RTS). The primary goal is to improve clarity and ensure players fully understand and manage their gambling limits.
These changes are mainly to improve wording in the RTS and to ensure the gambling system is optimised to enable and empower consumers to maintain awareness and control over their gambling consistent with the aims of our initial consultation to improve consistency and understanding of the types of limits offered.
Third Consultation Round Still in Progress
The latest consultation has launched while the UKGC continues its third round of white paper consultations, which began in late January 2025. The third phase focuses on technical standards for land-based gaming machines and their associated testing protocols, and it will remain open until May 20, 2025.
