Ukraine’s Gambling Authority Fights for Its Future in Parliament
LISTEN TO THIS ARTICLE:Ukraine’s Commission for the Regulation of Gambling and Lotteries (KRAIL) has responded to attacks made against it by The Ministry of Digital Transformation.
Earlier this week, the Ministry submitted ‘Draft Bill-9256’ to the Verkhovna Rada (parliament). It would give it the power to strip KRAIL of its role as the country’s gambling authority.
The gambling authority’s competence was called into question by Mykhailo Fedorov, the head of the Ministry, after a number of scandals and allegations of corruption. Due to Russia’s invasion of Ukraine, the government has given the Ministry of Digital Transformation greater powers and broadened its remit.
The bill would abolish KRAIL and replace it with a digital system supervised by a single commissioner. The new system would be more efficient than the old, which requires a quorum of at least five out of seven commission members to approve a license.
However, Ivan Rudy, the Director General of KRAIL, rejected the bill and shared a number of reasons why it should not go ahead. In particular, he argued that replacing KRAIL within just one month is not feasible. He also said that the current system is functioning and that there is no need to replace it, especially when the country is at war.
Ultimately, Rudy argued that the bill does not address any of the existing problems in the gambling industry, such as taxation and the State Online Monitoring System and he urged parliament to consider alternative solutions.
