US Gambling Industry Invests Half a Billion in Responsible Gaming in 2023
The American Gaming Association (AGA) announced that the US gambling industry spent $472 million on responsible gaming efforts in the fiscal year 2023.

The AGA identified five key areas on which the money was spent. Customer support interactions received the largest share, with $135.4 million invested. Another $122.4 million was allocated to the development and maintenance of responsible gaming programs. Consumer-focused education initiatives were supported with $107.7 million. Additionally, $31.8 million went towards research and support for non-profit responsible gaming organizations, while $26.1 million was dedicated to services for individuals struggling with problem gambling.
The $471.8 million investment in 2023 marks a 72% rise from the $275 million spent in 2017, the year before the repeal of the Professional and Amateur Sports Protection Act, which moved control over legal sports betting and online casino operations to individual states.
Industry Proactively Investing in Responsible Gaming
The research was undertaken by a “major accounting firm” between June and September 2023 with data collected from AGA members, including casino operators, online gaming and sportsbook operators, and gaming equipment suppliers.
This impactful rise in RG spending demonstrates the legal industry’s dedication to fostering a safe and informed gaming environment. Beyond the considerable taxes gaming companies contribute to fund responsible gaming and problem gambling resources, the industry also proactively invests hundreds of millions of dollars more to ensure our customers have the tools, knowledge and safeguards to play responsibly.
In most states where gambling is legal, a portion of the tax revenue is allocated to responsible gaming and problem gambling initiatives. These funds support various programs such as education and treatment services.

As the number of US online casinos rise, recognition of the importance of responsible gaming has continued to grow. Currently, each state manages responsible gaming policies independently. However, two federal bills are aiming to establish a nationwide framework. These bills propose allocating funds for research, education, and support services and seek to introduce federal regulations around advertising and other responsible gaming matters.
Earlier in September, US Representative Paul Tonko and Senator Richard Blumenthal introduced the SAFE Bet Act, which addresses these concerns. Additionally, in July, the GRIT Act was proposed to direct the existing federal gambling excise tax to problem gambling and responsible gaming programs.
