This phased approach will allow for testing and adjustments before the system is implemented statewide.

In addition to mandatory carded play, other measures include adjustments to the operational features of gaming machines. The minimum spin rate will be slowed from the current 2.14 seconds to at least three seconds per spin, reducing the pace of play.

Further changes will limit the amount of money that can be loaded into a gaming machine from AUD1,000 to AUD100 (US$649 to $64.90), with this restriction set to take effect in December 2025. These measures are designed to curb excessive spending and encourage more responsible gambling behavior.

The reforms also include mandated closure periods for gaming areas in hotels and clubs across Victoria. These areas must remain closed from 4 a.m. to 10 a.m. daily, a rule that came into effect in August 2024. Officials note that nearly one-third of people who use gaming machines in Victoria experience some level of gambling harm.
